摘 要

受当前中国经济结构出现变化的影响，批发和零售业业面临产业结构优化升级的时代要求。为更好地发挥外资在推动批发和零售业发展中的作用，我国政府出台了多项政策。本文对相关的产业政策的绩效进行测量，以明晰其是否发挥出了应有效应及作用的大小，从而给出相关建议使外资充分发挥其在促进批发和零售业发展上的作用。

本文主要研究批发和零售业FDI发展与政策颁布的相关性，通过运用SPSS软件进行相关分析和回归分析，得到各指标间的相关系数并建立了指标间的回归方程，定量分析了批发和零售业FDI发展与政策的关系。研究结果表明批发和零售业FDI发展指标与政策指标存在显著正相关性，所得的回归方程显示了相关政策政策是如何影响批发和零售业FDI发展。

本文的研究成果对从政策上促进批发和零售业FDI发展具有指导意义，同时也一定程度上填补了学界在该领域上的研究空白。笔者希望政府在制定相关政策时能够参考本文的政策建议，以更好地促进批发和零售业FDI的发展。

Abstract

Under the influence of the change of China's economic structure, the wholesale and retail industry is facing the requirements of the industrial structure optimization and upgrading.In order to give full play to the role of foreign capital in promoting the development of wholesale and retail trade, the Chinese government has came on a number of policy.This paper studies the performance of the relevant industrial policies, so as to make clear whether it has played its due effect and function,then we give some suggestions to make full use of foreign capital to promote the development of wholesale and retail industry.

This paper mainly studies the relevance between the development of FDI in the wholesale and retail industry and the policy,by using SPSS software,we making correlation analysis and regression analysis,then getting correlation coefficient and established regression equation of the indexes by regression analysis,quantitative analysis of the relationship between the development of FDI in the wholesale and retail industry and the policy.The research results show that there is a significant positive correlation between the indicators of the development of FDI in the wholesale and retail industry and policy,and 3 regression equations shows that the relevant policy is how to influence the development of FDI in the wholesale and retail industry.

The research results of this paper have certain directive significance to promote the development of FDI in the wholesale and retail industry,and fill the gaps in the field of academic research.In order to better promoter the development of FDI in wholesale and retail industry,the author hopes that the government can draw on the policy recommendations in this paper.

第1章 绪论

1.1 研究背景及目的意义

批发和零售业是指专门从事批发与零售活动的经济部门，它上连生产，下接消费，对经济的发展起至关重要的作用。1978年以来，批零业在现代化水平、行业规模等方面均出现了跨越性的发展。2016年9月，中国统计出版社出版《中国统计年鉴——2016》，《年鉴》显示，截至2015年12月，批发和零售业企业法人数为183077个，年末从业人员1173.6万人，商品销售额达到515567.5亿元。

此外,为提高批发和零售领域利用外资水平,从1992年开始,我国逐步减少了对外资进入批发和零售业的限制。到2004年底基本实现全面开放。2015年,批发和零售业实际利用外资金额达到1202313万美元,占全国总量比为9.5%;合同项目9156个,是2014年的1.15倍。
